UHM School of Medicine - Dean's Office, (Kaka'ako Campus), 100% full-time (FTE) Executive position on general funds, to begin approximately May 2008. The primary objective of the CFO is to assist the Dean in overseeing all of the financial operations for the John A. Burns School of Medicine under the direction of the Dean. Responsibilities include functional areas such as: finance, human resources, facilities, information technology, and hospital/external business affairs. These areas deal with budgeting; contracts and grants management; procurement; classification, compensation, and recruitment of human resources; property management; auxiliary services; plant operations and maintenance; capital improvement; IT administration; and affiliations with external partners in support of instruction, research, public service, and clinical services.
Duties: Assist the Dean in the overall day-to-day administration of all Medical School financial, administrative, and business operations to include working on Dean’s behalf to oversee all functional areas for the school’s business administration relating to planning, policy development, and program supervision. Develop and implement policies and procedures for the Medical School. Under the direction of the Dean, serve as Chief Financial Officer for the school to ensure compliance with all state, federal, and university rules and regulations. Ensures the mission, vision, and goals of JABSOM are met to continually maintain the highest quality medical care, teaching, and research efforts. Specific responsibilities include: Provide comprehensive and strategic financial planning and control. Prepare and execute the budget for the school. Oversee and manage JABSOM’s sponsored contracts and grants for Manoa campus and off-campus programs. Develop long and medium range plans designed to enhance revenue support for the school. Oversee and develop the faculty practice plan for the school that includes an incentive-based compensation plan for clinical faculty and a research incentive compensation plan for basic sciences faculty. Oversee and manage the broad areas of patient care services, clinics and practice sites, risk management and quality assurance, compliance, human resources, budgeting, billing and collections and accounts receivable, and programmatic development in collaboration with partners in the health care industry to fulfill service needs. On behalf of the Dean, oversee the negotiation and administration of all health care contracts, lease, and affiliation agreements for JABSOM. Oversee and manage the business operations necessary for the national medical school accrediting committee, Liaison Committee for Medical Educaiton (LCME). Oversee the administration of JABSOM’s professional liability and risk management. Plan and coordinate capital improvement projects, and keeps Dean abreast of status. Oversee the daily management of the various JABSOM facilities, including Kaka’ako, Gold Bond, and the numerous hospital locations, ensuring compliance with federal and state laws, University policies, and occupational health and safety regulations. Oversee and manage the daily administration of IT services and functions. Collaborate with department chairs, program directors, and medical center executives to develop and nurture a strong working environment among JABSOM affiliated hospitals and community institutions and organizations. Interact with senior campus and system administrators, program administrators of federal and state agencies, and legislators and their staff. Closely collaborate with chief executive officers and chief financial officers of hospital and health care institutions in Hawai’i. Interact with national professional and medical organizations such as the National and Western Associations of College and University Business Officers (NACUBO & WACUBO), the Association of American Medical Colleges (AAMC), and the Liaison Committee for Medical Education (LCME). All other duties as assigned by the Dean.
Minimum qualifications: Bachelor’s degree in business administration with emphasis in accounting, finance, or management from an accredited college or university. 8 years of experience working at the senior level as a chief financial officer, chief accounting officer, or chief administrative officer in the public or private sector. Thorough knowledge of the principles and practices of medical education and business affairs in an accredited medical school. Knowledge of the practices and policies involved in the administration of a medical school. Knowledge of and experience with hospital/healthcare organizations and legislative structures, developing productive relationships in complex environments, and constructively managing political forces. Demonstrated ability to establish and maintain effective working relationships with multiple constituencies, including medical resources in the community, state, nationally, or internationally. Ability to communicate and negotiate effectively with internal and external constituencies, both orally and in writing. Demonstrated planning, organizational, and management skills. Ability to work effectively in an administrative organization with demonstrated commitment to consultative processes and a strong understanding of shared governance. Demonstrated working knowledge of the principles of governmental accounting, public sector human resources management, fiscal administration and procurement. Demonstrated working knowledge of the financial and administrative requirements of instruction, research, and service in a higher education setting. Ability to enhance the financial resources of the School and to represent the School and its mission in a variety of settings. Demonstrated working knowledge of the principles of sponsored research administration. Familiarity with operations and financial structure of hospitals, health care institutions and group practices. Understanding of the basic requirements of risk management for professional medical services.
Desirable qualifications: Advanced degree in a related field, such as business, law, health administration, etc. 5 years of financial or administrator experience working in an accredited medical school, university, medical center, or other health care institution. Certified Public Accountant (CPA).
Pay range: Salary commensurate with experience and qualifications.
